Gruma Corporation is fighting all eight Cal/OSHA citations issued to its Fresno, Calif., tortilla plant, according to OSHA's public inspection record (inspection 1819234.015). The state agency's Fresno district office opened an accident inspection at the 2849 E. Edgar St. site on April 18, 2025, and issued the citations July 21 with $117,750 in proposed penalties. Gruma filed its contest on every item Aug. 11, 2025, and the case is still listed as open.

Six citations are classified serious, together carrying $110,500, and most of those involve guarding of machinery and power-transmission parts (Cal/OSHA §§3999(b), 4050(a), 4051(a)–(b) and 4070(a)). A repeat citation ($6,000) concerns the plant's injury and illness prevention program under §3203(a)(6), and a $1,250 other-than-serious item falls under the §3314 lockout and energy-control rules. The record also flags the inspection under Cal/OSHA's indoor-heat emphasis programs.

The OSHA record does not describe the accident, and Tortilla News found no public report identifying an injured or deceased worker. Because the citations are contested, penalties and classifications may change before a final order.
