Gruma is planning a new food plant in Delicias, Chihuahua, and the clearest public record of what it will make comes from the state, not the company. On Feb. 20, 2025, Chihuahua's Congress approved the sale of a 50,000-square-meter (5-hectare) parcel in the Delicias state land reserve to Mission Foods México, a Gruma subsidiary, according to the legislature's own release. The price was MX$15.4 million, a preferential rate offered as a state incentive. The decree limits the site to a plant producing tortillas, tostadas, totopos (tortilla chips) and baked goods, and the land reverts to the state if it is used for anything else.
The investment figure and job count have grown in local retellings. When Congress voted, El Diario de Delicias reported US$74.95 million and an estimated 575 jobs. On Aug. 1, 2026, Delicias Mayor Jesús Valenciano said Gruma would invest at least US$79 million and hire about 500 people, Novedades de Chihuahua and El Heraldo de Chihuahua reported. He said the output would be exported to the U.S. and that the company would offer local growers a guaranteed price for food-grade corn. He did not know when construction would start.
Some August coverage described the project only as a corn-processing plant. The state decree is more specific: finished tortillas, tostadas, chips and baked goods, not corn flour. Tortilla News found no Gruma press release or filing on the project, so capacity, product mix, the final investment figure and timing have not been confirmed by the company.
